I am trying to estimate how long / how complicated it is to develop a new solution for aras.

The question is a little vague, sorry. It is like asking "How long does it take to make an Excel spreadsheet?" I can't answer that without knowing the requirements.
Generally, the scope of the project should be your guide. The larger the project, the longer it will take. I have helped community members make their solutions, and I have made my own but generally I tend to work in phases. Achive goals that add value to your solution, and plan the phases to be add-ons or upgrades of the solution.
I guess the unasked question is the one I can actually answer. "How short aperiod of time can it take to build a data management app in Aras Innovator?" Something that purely leverages the standard interface could be made in a day. With a good programmer, you could even do a some custom methods the same day as well.(I''ve seen it done.)
I would recommend allocating time for testing as well. To paraphrase - "No program survives it's first encounter with the testers."
I recommend starting a discussion about interest in building the application you have in mind, and perhaps you will get more accurate feedback and/or contributers..
