Open Internet Explorer > Tools > Internet Options > Security (tab) > Trusted sites > click on button Custom level...
Agreed with the solution, have had the same issue several times and adding to Trusted Sites allows me to run it in IE8. However I mostly experienced this in XP, Windows7 did not experience this.
