Non-implementing change

A non-implementing change is a change to a product or design that does not affect the release or cancelation of an item but rather alters a fact or description of the item or items listed.  For example, if a document needs revision a change request can be submitted, or a component that was previously unapproved can be used as a temporary fix to a problem.  These changes neither release nor cancel an item and are therefore non-implementing changes.
