Inside ” Express ECO ImpactMatrixGrid” method, check function ImpactMatrixGrid_isEditable() You can see condition with hardcoded states change or add more to following line:

return top.aras.isTempEx(node) || ((!state || state === "New" || state === "In Planning") && top.aras.isLockedByUser(node));

The life cycles states for particular items are hard coded as string literals into some of the methods that are out there.
