You can have have multi-site in the following fashion

1. Distributed application servers

2. Disturbed vault with vault replication on demand or realtime

To achieve number one

1. run aras installer msi file

2. continue until the database configuration step

3. ensure the centralized database is within the network

4. in the step where it asks for dataselect using existing database option

5. the search for your database

6. proceed with installation of the Aras Application server

If using windows server you Have NLB(network load balancer) as a feature create a balancing cluster read more documentation of using NLB
