Questions about workflow

There is a workflow in Change -> Review -> Approval -> Deployment phase. If there are several reviewers in the review activity, how do I get them to go back to the change stage if only one is rejected, and if all reviewers have to approve the approval process? If you check "Wait for all votes" and all reviewers are rejected, you will go back to the previous step. If you cancel the check and proceed, if only one of the reviewers approve you will go to the approval step.
