For user 'user1' I want to set the Part as editable while part BOM in Discover Only mode.
I tried this by creating a default permission for part BOM and setting the 'can discover' for the user 'user1', but its not working.
Please give me a solution

If I understand what you are tyring to do it can't be done the way you are trying.
You want the "Part" information to be editiable but the "Part BOM" information to not be editable? Yes?
When the "Part" information is editiable EVERYTHING about the Part including all it's relationships (and that is all the Part BOM is) is also editable.
You can probably do something to stop users from editing the Part BOM by responding to "Grid Events" in the Relationship Type "Part BOM" but it would be difficult to suggest how you might do it without knowing a fair bit more about what you are really trying to achieve.

Then how can I apply security permissions to only allow certain users to view or make changes to the BOM and others to restrict the editing of BOM.
