Hi Sandy,
I see no particular reason why you couldn't use a Workflow on a Project or Project Template. Create the workflow in the normal manner and then add it to the Project Item Type.
In this way you could have a Project template created by someone, saved and submitted for approval and finally Promoted to Approved at the end of the workflow. Projects are not versionable so there is no reason why it shouldn't work.
Just give it a try in a copy/test database and see if it does what you want/expect.
