APPLICATION - PRODUCT ENGINEERING - Creating a 'bulk' (many affected items) change order

We would like to do an initial release of all our components on a change order. This probably entails 800 or so numbers, though we might break this apart per component type for a few reasons.

Is there an easy way to load many affected items onto a single change? Could you use the BatchLoader or can one just select multiple items from the selector through the client at once?

On a related note, has anyone seen limits to where too many affected items cause issues and slowdowns? I know on Agile Advantage systems, you could create problems if you tried to put too many affected items on a single change - the recommended solution was to break into multiple changes.
