SUPPORT Q&A - Aras test install is slow on localhost connection

I've installed Aras 9.3, along with the recommended SQL Express 2005 on one machine:  Windows 7  32bit with SP1, defaul IIS, Internet Explorer 8 (upgrading is impractical for me at this time), Quad core CPU, 8gb RAM (4 usable), and plenty of HDD space.  This is on a gigabit LAN, with no internet connection.

When using that machine, and connecting to Aras (so connecting through localhost), we are experiencing some significant delays.  When I enter the localhost web address in IE and hit enter it takes approximately 40 seconds for the login window to appear.  Than type login info and hit enter, it takes 20 seconds for the "dashboard" to load.  I expand Documents, and click on 'CAD Documents' and it take 18-20 seconds to load in the main panel.

Once these things are loaded they seem to reload quickly enough for a little while (like a few clicks here and there, measured in seconds), and than they have another substantial delay.  The first time I click almost any of the catagories in the left-side menu I get a hefty delay until it loads.  When I connect from a different computer (gigabit LAN) i see approximately the same response times.

I've read a number of posts referring to delays like this, but they are usually at a remote location (which is understandable).  This install is on the local hard drive.  Are these delays typical/expected?  I would have thought a localhost connection would be almost instant, and connections on a gigabit LAN no worse than typcial internet surfing.  These response times make it frustratingly prohibative for use.
