Are you sure you're looking for a Workflow Map and not a Life Cycle Map? A Workflow defines activities that users perform, like "Review this document". A Life Cycle defines the valid states of an item (Preliminary, Released, etc.) and the transitions between them.
That said, the ECN workflow that is included in the PE solution actually does release parts. You create an ECN, add Parts as affected items, and complete the ECN workflow, which drives the Life Cycles of the affected Parts to the Released state through the use of automation. See the "Just Ask Innovator" help system for more details on how to use it.
