SUPPORT Q&A - Access Denied to web.config

After a new install I have tried to run http://(local host)/innovatorserver from the server, logged in as the administrator. I get: "An error occurred loading a configuration file: Access to the path 'c:inetpubwwwrootweb.config' is denied.". I have checked all the authorizations that I know and can find no reason why this access would be denied.

System : Windows Server 2003 r2, ASP.Net 3.5, MS SQL 2008.

Any help would be greatly appreciated.
