How does Innovator manage the BOM so that only certain people can manage the data? The goal is to show the full BOM and only allow the management of a subset of the total BOM to organization 1 yet allowing the OEM to manage the full BOM or balance of the BOM.

You can setup a permission set on each item on a BOM. Setting up an identity for Organization 1, and assinging it permissions to the items that the user has access to. Another way to do this it setting up team identities for the items which you want to share with Organization 1, and assigning organization 1 members to the team.
The result is a BOM view with lines that the user does not have access to redacted.
