Hi.
Login as admin, go to AdministrationItemTypes in the main tree. Edit "Design to Goal" (for example) ItemType, select TOC Acess tab in the appeared window, assign required identity (All Employees), save the ItemType. "Design to Goal" will be displayed for users from All Employess group too.
