You need to install msxmlcab(msxmlcab.exe) to resolve this error. You can download this from web,you can find here.

I also face this error and the link given in reply post to download msxmlcab.exe, i also download but when i install then software ask the location to extract files . I provide desktop then all the files extracted , all the files are dll . so i am unable to understand after that what process i do to resolve this issue. Please help.

From the website
- Use msxml.msi to install MSXML 4.0 SP3 on your computer. You may also save msxml.msi to your local disk to install later.
- Use msxmlcab.exe to download the CAB file to redistribute MSXML over the Internet.
