I think this might be caused by IIS settings.

It looks like it was solved by adding the Web Server role to IIS.

Hi THopkins and ChipChop -
This error usually comes down to client settings. Verify msxml4 sp3, .net 3.5 SP1 are installed on the client.
Then double check IE settings, if its IE9 you must have compatibility view enabled with 9.3.0.
