Our current ECR process dynamically assigns reviewers for the tech review and CRB, the CS1 would like the ability to send back the ECR to to an assignee if they did not complete their section of the ECR correctly. If they reject the ECR now it will be sent back to all the assignees on the list. Has anyone figured out a way to have a task sent back only to one assignee?

I don't think there's an easy way to send an activity back to only one assignee. My guess it that you'd have to put in more dynamic assignment logic to do it. I haven't seen your workflow, but I'm wondering if you might benefit by modeling separate activities. If two people are responsible for filling out different portions of the ECR, isn't that actually two different activities? If you modeled it that way, it would be much easier to reject the ECR and send it back to a specific activity. The general rule of thumb I use is that if different assignees would need different Tasks to perform the work, then it should be modeled as separate activities. The Tasks should be specific too -- "Fill out your section of the ECR Form" should be more like "Fill out section 3 of the ECR Form".
