Is there a upgrade/migration path to upgrade from Aras PLM 9.3 to 11.0? We find 9.3 very limiting and unfriendly because of the IE requirement.

If not, I'd recommend a two step migration: 9.3 -> 10.0 and 10.0 -> 11.0
I can help you for the latter if needed.

I am also working on a non-subscription migration from 9.2 to 11.0. I am keeping the 11.0 in non-modified format (no imported packages). I have completed the data migration and found/corrected/fixed most of the needed data changes....but have run into an Document-File issue that has me stumped.
My migrated document file attachments are visible only to admins....and not to all employees. I can fix this issue by promoting a problem Document to "manual change"....implement an innocuous change (add space to description)...promote the item back to released...and now the new AND old documents files are discoverable by "all employees" on the file tab.
For comparison purposes, I created a new/sample part in Aras11 and released it. I have checked and rechecked the permissions in the database (Document, Document File, File, located, vault) and compared the permissions of the "created-sample" vs a "problem-document" vs the "promoted/fixed document" and can not find a logical reason for inability for all employees to discover the file attachments. I have checked for alignment of permissions between these tables as well (since there is newer inherited permissions) and/or I modify the data on the offending record to align the permissions with non-offending records....but as of yet there is no effect on the front end ability for all employees to discover.
Any suggestions on next area to investigate?

I don't have the experience of migrating from 9.x to 10 so I am afraid that I cannot help you.
According to some threads I have read, you don't have currently other options to learn it the hardest way: i.e. diving in the database structure and fields.
You might find also that some functionalities have changed to (DLLs).
Anybody else in the community has made that journey? If so, please help.

The file handling model has been significant changed in 11.0. The permission of a file depends now on the Item containing that File know as the File container. Also API got some changes. You need to contact Aras about it.
