The visibility of a folder is based on the fact that you can see one of its elements.
For ECN for examples, you need to check which identity is on the "TOC access" list of the ECN itemtype configuration. and make sure your user is part of one of the identity.
Also Change management visibility also depends on the configuration you can change from the TOP menu "actions->Choose CM Options"
If this is not clear, the documentation (Help-> just ask innovator) on TOC access is quite clear.
