error 401 unauthorized. running win xp sp2, ie7, .net 3.5
I tried turning off proxy settings but that did not fix it. I ran the little .net tool from the website and that did not fix it.

The error is most likely a proxy setting, but it may not be in your control. Some networks use Web Proxy Servers that requires all requests to be authenticated as you. (I worked with a Blue Coat machine once). Some of the requests from client to server will fail to have these credentials. I would recommend asking your IT department if such settings are in place.
