This is an easy fix. Permissions control the ability to View, Update, or Delete an item. TOC Access controls the ability to see this ItemType in the TOC.
To fix this, edit your ItemType, select the TOC Access relationship tab, and add a relationship to the Identidy you wish to have TOC Access.
This extra layer of control means that you can have the right to view an ItemType, through a relationship for instance (the view Permission), even when the ItemType cannot be selected from the TOC (no TOC Access).

Still you have the same problem.
you do this.
On the TOC select ItemType under Administration.
then select item type that as you created it already.
then in the itemtype select TocAccess tab
then select the Identity and select toc content.
now you can see.
