I have some users who will get unformatted ECN report information when running the standard ECN report. The ECR reports work fine, I am sure it must be a permission issue but I have not found which permission is causing this problem, it looks like only members of CM can print the reports.
Has anyone had this or similar issue?

Standard PLM supposes CanGet permissions for "All Employees" Identity. So, please, confirm first these users belongs to the identity.
BUT, standard PLM supposes Private permissions for ECN, Affected Item, Change Controlled Item too. Thus it is possible (for example) CM user setup CanGet private permission for an affected item to CM ONLY.
So, i believe you should manually check permissions on every item from the failed ECN configuration.
