As we know,we can configure permission for the ItemType,but how to configure permission for a single Item?

Hi fish.

Have you already tried "Allow Private Permissions" setting in ItemType, or "State Permissions" setting in Life Cycle?

You can find details of these settings in InnovatorSolutions(Help->Just Ask Innovator).
