In RelationshipTypes created_* and modified_* properties can be changed same content when another user added or edited.

The behavior you are describing is the expected behavior for relationships of a versionable parent item. When the parent item is versioned, new relationship items are created to connect the new version of the parent item to its related items.
The new relationships are created by the user versioning the parent part, which is why all relationship system properties reflect the current user, not the original user.
