Restrict user to create new item through TOC

Hello, Is it possible to restrict the users (non-admin) to add new ECN (or any) item type from TOC. But the same can only be created using relationship (create related)

    Follow the steps below.
    1. Log in to an admin account and click on ItemTypes.
    2. Find the ItemType you want, e.g. ECN, right click on it, and click Edit.
    3. Find and click on the Can Add tab by searching through the tabs near the centre.
    4. If there is a World Identity or any other Identity listed in the table below (excluding Administrators), make sure the tick box is not ticked under the Can Add column.
    5. Add the Administrators Identity to the table if it is not listed and ensure the tick box is ticked under the Can Add column.
    This will restrict users besides admins from creating new items under that particular ItemType.
