Delegate option still available in workflow?

I have created a custom workflow for the PRs process. In my first stage of review, i have assigned the task to a user group and unchecked the allow delegate option. When the workflow task form is pulled up, the "delegate to" option is still available. My only vote options are the paths I have created, no delegation vote. When "delegate to" is set before selecting the vote option, it assigns the PR owner to the delegate. The workflow task appears in that identities inbasket for tasks. When I set the owner to a different identity, the task does not move to that identities inbox, it remains in the "delegated" identities inbox. I thought that the delegate option should be unavailable? I did just check to make sure default paths were set through the entire workflow. I thought this would push the form to a specific route and disable the delegate input. It did not.   Thoughts?
