Workflow Activity chose

Hi My workflow  Map like this    Start --> A -->B or C -->D -->End [A] Activity can chose go to [B]or go to [C].  When [D] reject  back to [A] have some question. My step 1.[A] chose go to [B] next to [D] 2.[D] reject back to [A] 3.[A] chose go to [C] => This moment [C] Activity state is Active, but [B] Activity state  also Active. I think [B] state is Pending why state is Active. Is this record [A] go to [B]?
