I am so much unclear with promote. Sometime there are promotions available sometimes there is not.

Yeah, no idea what it's supposed to do and in what cases it works.

Take a look into the lifecycle of the Part. There you can see, who can do manual promotion. If the ID used inside the path is Aras PLM, promotion can only be done via CM process.
