How to write a listener / scheduler in Aras?

i have a folder in c drive which has some documents [ word files] and a legacy system which will send me some files to this folder at every hour. i want to have a scheduler in Aras which will check every 10 minutes to pick up those word documents and create a ''documents'' item type and attach this file to the files and save in Aras. the folder is one the Aras server only...not on the client machine. is that possible to create a queue or listener or scheduler , as I am new, I dont know the term you guys use here.
