"Create a New Item" is not possible

Hello, I've just tried to create a new item in the TOC category "Sourcing --> Manufacturers". However, the icon in the toolbar and the menu in the menubar are grey and I cannot create any new one. This is the same case in several other item types. How should I do configurations so that I can do creation work? Thanks for the reply.
