11.0 SP9 Install issues Windows Server 2012

Getting the following error after configuring the install, putting in license etc.

"Error 1720. There is a problem with this Windows Installer package. A Script required for this install to complete could not be run. 
Contact your support personnel or package vendor. Custom action ConfigureWindowsAuthenticanSettings script error"
  From executable on a windows machine that has never had Innovator installed. I'm installing in a virtual environment running an Admin account.  Judging from the error maybe Active Directory related but not sure why it couldn't run a script if I'm logged in as admin. Anyone run into this? Thanks

    Wanted to give this one more shake but still get stuck with this 1720 error. I tried installing under  a localadmin account,   tried running a command prompt as administrator and calling the .msi from the C: Nothing seems to clear the error (which happens right at the end of the install). I am running a purchased standalone license of Windows server 2012. There are other posts about this on the forum that end without a mentioned resolution.  Any other thought besides administrator privileges?
